Commodore Garrick is a high ranking officer of the Alfar Merchant Navy, he appears in the KoA:R DLC The Legend of Dead Kel. Garrick is the man who has been put in charge of dealing with the notorious undead pirate, Dead Kel. He has been recruiting mercenaries and sending them off in search of Gallows End. According to Captain Brattigan, most of them are most likely dead.
When approached by the Fateless One, he is anxious to have the situation handled, but doesn't really think anyone will be able to do it. Regardless, he pays the reward for again killing Dead Kel and his Hanged Men up front and directs him/her to Captain Brattigan.

When asked about Rast Brattigan, he says he doesn't know why she is the only captain still willing to take adventurers to chase Dead Kel, and wonders if it's her courage, skill or determination. He quickly dismisses those and notes how she has many faults, almost all unknown to her, and that she is called the worst sailor alive.
Commodore Garrick seems extremely pessimistic about the situation.

He mentions Captain Brattigan, saying she is a faithful companion, loyal, and a competent sailor, "despite what people say". However, if asked again about Brattigan, he confesses that she is known as the worst sailor alive, and with good reason. He may be asked about Captain Rast Brattigan, himself, Dead Kel, the Frostbreak Sea, Gallows End, and the Hanged Men.
Upon being asked about himself, he says, "I have served the Alfar Merchant Navy since my youth, when I began my career as a deckhand on the good ship Steadfast."
